The Youth Dialogue Forum: “Youth for Strengthening International Law”
REGULATIONS
of the Youth Dialogue Forum: “Youth for Strengthening International Law” on the occasion of Turkmenistan's initiative to declare 2028 as the “Year of International Law” at the 80th session of the United Nations General Assembly, a youth dialogue forum titled “Youth for Strengthening International Law” which is held on April 24, 2026.
The forum is held among law students from the following institutions:
- The Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan;
- Magtymguly Turkmen State University;
- The International University for the Humanities and Development;
- The Institute of the Ministry of Internal Affairs of Turkmenistan.
The continuous improvement of national legislation and the elevation of the status of legal acts guarantee that the human being is the most precious treasure of society in our country. Promoting and comprehensively explaining this principle among Turkmen youth is carried out with profound substance and high efficiency, based on the relevant instructions of our Honorable President.
As stipulated in the Law of Turkmenistan “On State Youth Policy”, international youth cooperation is implemented in accordance with the legislation of Turkmenistan and the international treaties of Turkmenistan. From this perspective, on April 24, 2026, the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan hosts the Youth Dialogue Forum: “Youth for Strengthening International Law”.
I. GENERAL PROVISIONS
The country makes a worthy contribution to the humanitarian efforts of the international community in strengthening the Independence and Neutrality of Turkmenistan, and in ensuring peace, trust, stability, and security. As a result of the consistent efforts of our Honorable President, Arkadagly Hero Serdar, and the National Leader of the Turkmen People, Chairman of the Halk Maslahaty of Turkmenistan, Hero Arkadag, the international cooperation of our country continues to expand.
The adoption of numerous resolutions at the UN General Assembly initiated by Turkmenistan and aimed at solving vital international issues – a triumph of the Policy of Neutrality, which serves as the foundation for prosperity and sustainable development. It is a global recognition of our country’s work in implementing initiatives for the benefit of all humanity, aimed at ensuring peace through development.
As a continuation of such initiatives, the declaration of 2028 as the “Year of International Law” clearly reflects that relations between the states of the world should be conducted on the basis of universally recognized norms of international law. From this perspective, key tasks include further strengthening our state’s legal status of International Neutrality based on the observance of international legal norms and their resulting rights and obligations, as well as identifying young specialists capable of protecting the national interests of our country.
The goals and objectives of the Youth Dialogue Forum “Youth for Strengthening International Law”:
- to increase the knowledge of specialists in international law and raise awareness regarding the harmony between international law and the national legal system of Turkmenistan;
- to extensively explain the significance and essence of declaring 2028 as the “Year of International Law” among the youth;
- to explain the profound wisdom and ideas expressed in the works of our Hero Arkadag and Arkadagly Hero Serdar;
- to increase the impact of the event by showcasing the historic speeches of our Honorable President and Hero Arkadag at the UN General Assembly through presentations and video recordings;
- to demonstrate, through concrete examples, Turkmenistan’s commitment to international law and the 2030 Agenda for Sustainable Development, in accordance with the goals of the UN Charter;
- to provide comprehensive information that encourages youth to ensure and strengthen the comprehensive protection of the state’s interests;
- to widely explain the international initiatives proposed by Neutral Turkmenistan at the UN and other high-level platforms, as well as their practical implementation;
- to enhance the legal understanding of the younger generation and foster a deep respect for the law, order, and discipline;
- to provide guidance on the specific role of Turkmenistan’s legal status of Neutrality in strengthening international law.
II. PROCEDURE FOR CONDUCTING THE FORUM
Participation is open to students majoring in Law from the institutions of the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan; Magtymguly Turkmen State University; the International University for the Humanities and Development and the Institute of the Ministry of Internal Affairs of Turkmenistan.
Information regarding participating students and their supervising instructors shall be submitted to the email address hhhwedhok@gmail.com by April 20, 2026, in accordance with Appendix 1 of these Regulations (confirmation of receipt is provided).
Discussion topics are sent via email. Students are expected to arrive prepared to express their views on these topics. The dialogue involves dividing participants into groups for interactive debates and discussions.

III. CONCLUSION AND AWARDS
A panel of experienced specialists evaluates students’ proposals and presentations. As a result, participants are honored with the following titles and awarded Certificates of Honor and gifts from the Central Council of the Magtymguly Youth Organization of Turkmenistan: “Most Active Participant’, “Best Presentation”, “Outstanding Proposal” and “Young Lawyer”.
