Turkmen students successfully performed at the Competition on International Humanitarian Law named after F.F.Martens

From April 21 to 25, 2025, a team of students from the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan successfully represented our country at the annual Competition on International Humanitarian Law named after. F.F. Martens, which took place in the Moscow region (Russian Federation).

We would like to remind you that this year students were submitted to the competition from various regions of Armenia, Belarus, Kazakhstan, Kyrgyzstan, Azerbaijan, Russia, Tajikistan, Turkmenistan, Uzbekistan. When determining the best teams in the qualifying round, the jury took into account knowledge of international humanitarian law and public international law and the team’s ability to argue their statements. As a result, based on the results of the q ualifying round, 28 teams were selected from 11 countries that scored the highest number of points in accordance with the criteria specified in the competition regulations.

The Turkmen team consisting of Intizar Tagannyyazova, Begmuhammet Atavev and Yusup Karatayev, under the leadership of senior lecturer of the Department of International Law and Comparative Law Studies Durli Ballyeva, successfully passed the qualifying round.

This is not the first time that the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan takes part in this competition, which is named after F.F.Martens, a Russian lawyer, diplomat and one of the founders of the Russian school of international law. The competition is held in the format of a role-playing game under the auspices of the Regional Delegation of the International Committee of the Red Cross (ICRC) for students of law universities and faculties.

When determining the best team, professional knowledge, the team’s ability to argue their statements, defend their point of view, ability to present themselves, discuss and respond to the situation are taken into account. It should be noted that getting into the number of competitors is quite difficult. This international student competition is considered one of the most prestigious and largest in the field of international humanitarian law.

Throughout the week, the competition participants completed various situational tasks. They required not only knowledge of international humanitarian law, but also the ability to quickly navigate a complex legal situation. The members of the international jury were leading experts, professors in the field of international humanitarian law, candidates and doctors of law from several countries.

According to the results of the competition, the IIR team of the Ministry of Foreign Affairs of Turkmenistan showed one of the best results. The jury members were satisfied with their answers, and therefore we can safely say that this competition was an excellent practice and test of professional knowledge for us. We congratulate our students on their next success and wish them all the best in the future.
