REGULATION
on the creative competition «Happy Youth in the Epoch of Purposeful Winged Horses» organized by the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan among the university students of our country and dedicated to the motto of 2026 – «Independent Neutral Turkmenistan – Homeland of Purposeful Winged Horses» – and the celebration of the Day of Diplomatic Workers of Turkmenistan
Under the wise leadership of the Arkadagly Hero Serdar, our beloved Motherland achieves great success in all sectors of the national economy during the Era of the Revival of the New Epoch of the Powerful State. Immense trust is placed in the Turkmen youth, who make a worthy contribution to the rapid and purposeful development of the country. All opportunities are being created within the state for the full realization of their abilities and creative talents.
In accordance with the words of the Arkadagly Hero Serdar: «We view youth as the builders of the future of our dear Fatherland. In achieving great goals, we rely on the younger generation of the country» - the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan, for the purpose of identifying erudite, well-rounded, and talented youth, has developed these Regulations for holding the creative competition «Happy Youth in the Epoch of Purposeful Winged Horses». This competition is organized among the university students of our country and is dedicated to the motto of 2026 - «Independent Neutral Turkmenistan –Homeland of Purposeful Winged Horses» - and the celebration of the Day of Diplomatic Workers of Turkmenistan.
General Provisions
This Regulation is a normative document defining the fundamental rules and the procedure for organizing and conducting the creative competition «Happy Youth in the Epoch of Purposeful Winged Horses» (hereinafter referred to as «the competition»), organized among the university students of our country.
The competition is conducted to popularize our state’s policy of Neutrality among the student youth, identify participants’ creative abilities, and foster patriotic sentiments. Within the framework of the competition, students’ creative works, their coordination, resourcefulness, teamwork skills, and proficiency in using modern digital technologies are evaluated.
Goals and Objectives of the Competition:
- To reflect, in an artistic form, the significance of the permanent Neutrality of Turkmenistan and its international initiatives;
- To create conditions for fostering patriotic feelings among student youth, increasing their political awareness, developing talents, and improving creative and innovative skills;
- To strengthen unity and harmony within the student environment, and to develop teamwork skills and a creative approach to problem-solving.
Terms and Conditions of the Competition:
Creative groups of students from higher educational institutions of Turkmenistan are eligible to participate in the competition. The competition is held across two categories: «Artistic Reading» and «Flashmob» in each of which the creative groups present their thematic performances:
* The performance opens with an artistic reading: one student or a group (with musical or orchestral accompaniment) declaims poetic lines, quotes from books, or speeches in Turkmen and foreign languages. The texts must be dedicated to the ideals of peace, Neutrality, and the purposeful development of the country, with the mandatory citation of the original source. The main part of the performance then continues in a flashmob format.
* The combined duration of the artistic reading and the flashmob must not exceed 3–7 minutes.
* Musical accompaniment and choreography must harmoniously combine national traditions with modern trends.
* The use of visual attributes (flags, banners, digital technologies, etc.) is permitted during the performance.
Prepared performances must be submitted on a DVD accompanied by a formal cover letter to the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan no later than February 5, 2026.
Summing up the Results of the Competition
The Organizing Committee evaluates the participants’ performances (on a 10-point scale) based on the following criteria:
* Alignment of the performance content with the stated themes (Independence of the Motherland, Neutrality, peace, prosperity, unity, and the purposeful development of the country);
* Clarity of diction, correct intonation, deep understanding of the work's meaning, and the student's ability to convey the artistic image to the audience;
* Consistency between the semantic content of the artistic reading and the physical expression (movements, dance elements) during the flashmob;
* Synchronicity of interaction among participants and precision of group movements;
Originality of the concept and the use of modern stylistic techniques;
* Appropriateness of costumes, props, and decorations to the theme of the performance.
Procedure for Determining the Winners
An expert jury of the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan finalizes the results of the competition. Based on the evaluation results, the best groups are determined and awarded I, II, and III place prizes.
The announcement of the results takes place on February 16, 2026, which is dedicated on the Day of Diplomatic Workers of Turkmenistan. Winners are awarded relevant diplomas from the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan and valuable souvenirs.
Winning teams also receive the honorary right to participate in the international conference and festive concert in honor of the Day of Diplomatic Workers of Turkmenistan, which is held on February 18, 2026, at the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan.
