DIGITAL DIPLOMACY AND ITS EFFECT ON INTERNATIONAL REALTIONS
Abstract
Digital diplomacy refers to the widespread use of information and
communication technologies, including new media, social networks and other
media platforms, in foreign policy matters through the global Internet. This
type of diplomacy differs from others in terms of the methods used to achieve
the goals and the target population. However, the goals remain unchanged, such
as promoting the foreign policy interests of the state, spreading national
values, achieving economic development, ensuring global security and
establishing mutual understanding. In other words, digital diplomacy is an
online solution to a set of new and established foreign policy tasks using
information and communication technologies.

Аннотация
Цифровая
дипломатия относится к широкому использованию информационных и коммуникационных
технологий, включая новые медиа, социальные сети и другие медиа-платформы, в
вопросах внешней политики через глобальный Интернет. Этот вид дипломатии
отличается от других с точки зрения методов, используемых для достижения целей
и целевой группы населения. Однако цели остаются неизменными, такие как
продвижение внешнеполитических интересов государства, распространение
национальных ценностей, достижение экономического развития, обеспечение
глобальной безопасности и установление взаимопонимания. Иными словами, цифровая
дипломатия — это онлайн-решение комплекса новых и устоявшихся
внешнеполитических задач с помощью информационно-коммуникационных технологий.

The beginning of the 20th and 21st centuries is characterized by
multifaceted changes in human history. This is primarily due to the speed of
scientific and technological changes. Advanced technologies that have affected
all spheres of life have not left aside the system of international relations. It influenced the methods of foreign policy of states
and paved the way for the formation of new types and methods of diplomacy,
adapted to modern conditions. It has led to the establishment of digital diplomacy in
the age of digitalization.

International relations as a system that includes various elements,
relations, diplomacy, etc., is increasingly becoming digitalization. Today, new clusters have already been formed
in the system, such as: digital diplomacy, data diplomacy, cyber security and
cyber diplomacy; global internet governance and digital voting technologies.

He adapted diplomacy to modern conditions and introduced new methods.
That is, in the era of digitalization, digital diplomacy has become a reality.
Digital
(electronic) diplomacy (in English digital diplomacy, electronic diplomacy) is
the use of the Internet, information and communication technologies to solve
these diplomatic tasks. Digital diplomacy uses global media, social networks,
blogs and similar media platforms.
E-diplomacy is primarily associated with foreign political government
bodies, as well as with non-governmental organizations. The main goals of
digital diplomacy are the promotion of foreign policy interests, mass
propaganda activities through Internet television, social networks and mobile
phones.
The term
"digital diplomacy" was originally used in the US government policy
based on digital technologies. Today, digital diplomacy in the United States is
practiced by various agencies. Other countries have also been actively using
digital diplomacy in recent years. [2]
Consultations and consultations via digital video communication, which
have become an integral part of diplomacy today, are one of the areas of
digital diplomacy. Another area of digital diplomacy is the comprehensive
improvement of the reputation of our country.
In recent years, states have paid special attention to digital
diplomacy. According to the analysis of scholars in the field, digital
diplomacy is mainly practiced in five areas.
The first of these is political planning. This gives ample opportunities
to state bodies for effective coordination and planning of foreign policy.
Secondly, the involvement of various segments of society in foreign
policy activities through the Internet space and other modern methods
(websites, accounts, social networks, SMS mailing, etc.).
Its third direction is the information flow. It is very important to
keep track of this international data flow in order to avoid any emergencies
that may arise.
In order to protect the rights of citizens of states abroad and within
the country and to provide assistance in problems that may arise for various
reasons.
The fourth direction is to provide direct lines of communication.
Fifth, it supports the pooling of best knowledge and practices and their
active and effective dissemination abroad in the national interest.
The programmatic introduction of digital diplomacy and digitalization in
the work of Turkmen diplomacy is carried out on the basis of the "Concept
for the development of the digital economy in Turkmenistan for 2019-2025",
approved by the Decree of November 30, 2018.
It is also one of the legal documents adopted in the relevant field -
"On Communications", "On the Legal Regulation of the Development
of the Internet and Internet Services in Turkmenistan", "On
Information and its Protection", "On Cyber Security",
"Electronic document, Electronic "On Document Management and Digital
Services" is based on the Laws of Turkmenistan.
Today, online meetings through digital video communication, which have
become an integral part of national diplomacy, consultations and business meetings,
are one of the specific areas identified in digital diplomacy. Regular
implementation of this strategy helps to save time and increase work efficiency
several times over.
In addition,
ensuring the active participation of the Turkmen side in international events
at the regional, climate and global levels creates ample opportunities for
promoting its political initiatives in various fields.
Another direction of digital diplomacy is aimed at a comprehensive
increase in the international reputation of our country through the Internet.
It includes such activities as placement, coordination and constant enrichment
of a set of information related to bringing to the attention of the world
community the foreign policy implemented in the country in the international
media space.
The digital phase
of national diplomacy covers a wide range of tasks. At present, relevant work
is being carried out for its systematic and systematic development, it is
planned to expand cooperation with international organizations, in particular,
the United Nations and its specialized structures. [3]
Among them, the United Nations Development Programme, the Educational,
Scientific and Cultural Organization, the Conference on Trade and Development,
the Commission on Science and Technology for Development and the International
Telecommunication Union are of particular importance.
In general, the digital field is firmly entrenched in diplomacy, but
said that it will affect the elimination of traditional foreign policy fields,
including face-to-face diplomacy. This is because traditional methods are more
effective than methods that have been practiced for centuries. Digital diplomacy
is becoming an integral part of diplomacy as an additional direction aimed at
improving business efficiency.
